二十國集團第11次首腦會議將于9月4日至5日在杭州舉行。2014年布里斯班二十國集團峰會宣布2016年G20峰會將在中國舉辦以來，習近平主席曾經在多個場合談到G20杭州峰會，從中國的角度闡釋了二十國集團會議，并為二十國集團和世界經濟的發展以及全球經濟治理提供建議。

　　下面，我們就跟大家一起回顧一下習近平主席這幾年有關G20峰會的論述。

　　2014年11月15日，習近平在二十國集團領導人第九次峰會第一階段會議上的發言：

　　開辟新的增長點Create new drivers of economic growth

　　中方在主辦亞太經合組織領導人非正式會議期間，將互聯互通作為核心議題之一，目的就是開辟新的增長點。When hosting the APEC Economic Leaders’ Meeting, China had made connectivity one of the key issues on the agenda in order to create new drivers of economic growth.

　　我們支持二十國集團成立全球基礎設施中心，支持世界銀行成立全球基礎設施基金，并將通過建設絲綢之路經濟帶、21世紀海上絲綢之路、亞洲基礎設施投資銀行、絲路基金等途徑，為全球基礎設施投資作出貢獻。We support the G20 in establishing a Global Infrastructure Hub and the World Bank in setting up a Global Infrastructure Facility, and we will also contribute our share to global infrastructure investment through such means as the building of the Silk Road Economic Belt, the 21st Century Maritime Silk Road, the Asian Infrastructure Investment Bank and the Silk Road Fund.

　　中國經濟增長是世界經濟增長的重要動力。根據國際組織測算，中國是二十國集團全面增長戰略的最大貢獻者之一。這樣的貢獻，源自中國自身穩增長、調結構、促改革、惠民生的政策措施。China’s economic growth is an important engine of the world economy. According to the estimate of the relevant international organization, China is one of the largest contributors to the G20’s Comprehensive Growth Strategy, which is the result of the policy measures China has taken for the purpose of fostering steady growth, adjusting economic structure, advancing reform and improving people’s livelihood.

　　中國向二十國集團提交的增長戰略包括了134項這樣的政策措施，充分展示了中國以改革促增長的決心、理念和行動。The growth strategy China has submitted to the G20 includes 134 such policy measures, fully demonstrating our resolve, thinking and action to promote growth through reform.

　　中國經濟將繼續保持強勁、可持續、平衡增長勢頭，每年增量相當于貢獻了一個中等發達國家的經濟規模。未來5年，我們將進口超過10萬億美元商品，對外投資超過5000億美元。The Chinese economy will keep the momentum of strong, sustainable and balanced growth. Its annual growth is equivalent to the economic aggregate of a medium-sized developed country. Over the next five years, China will import US$10 trillion of goods and invest over US$500 billion overseas.

　　這些將為世界經濟提供更多需求，創造更多市場機遇、投資機遇、增長機遇。作為2016年二十國集團領導人峰會主辦國，中國愿意為推動世界經濟增長作出更大貢獻、發揮更大作用。This will lead to more demand in world economy and create more market, investment and growth opportunities. As the host of the G20 summit in 2016, China is ready to make even greater contribution to and play a bigger role in driving world economic growth.

　　2014年11月16日，習近平在布里斯班二十國集團峰會第二次會議上的講話：

　　切實維護、建設和發展二十國集團Earnestly maintain, build and develop G20

　　作為2016年二十國集團峰會的主辦國，以及2015年和2017年管理二十國集團峰會的“三駕馬車”成員之一，中國有信心履行其職責，并將與所有其他各方共同努力，切實維護、建設和發展二十國集團的機制。China is confident to fulfill its role as the chair of the 2016 G20 summit and a member of the three-member management troika for 2015 and 2017, and will work with all other parties to earnestly maintain, build and develop the mechanism of the G20.

　　2015年6月6日，習近平出席第八輪中美戰略與經濟對話和第七輪中美人文交流高層磋商聯合開幕式并發表重要講話：

　　互利共贏的中美雙邊投資協定Mutually-beneficial bilateral investment treaty

　　現在世界多極化、經濟全球化、社會信息化深入推進，各國利益緊密相連。零和博弈、沖突對抗早已不合時宜，同舟共濟、合作共贏成為時代要求。中美要增強兩國互信。要防止浮云遮眼，避免戰略誤判，就要通過經常性溝通，積累戰略互信。The move toward multi-polarity, the increasing trend of globalization, and the quick application of information technologies have all been accompanied by growing challenges of various sorts, and have brought countries even closer than ever before. It is a time when ideas of zero-sum game and conflicts and confrontation must give way to common development and win-win cooperation. China and the US need to increase mutual trust. For China and the US, we need to maintain frequent communication and build up strategic mutual trust in order to avoid strategic misjudgment and prevent temporary problems from affecting our overall relations.

　　我們要積極拓展兩國互利合作。要秉持共贏理念，不斷提高合作水平。當前要著力加強宏觀經濟政策協調，同有關各方一道推動二十國集團領導人杭州峰會取得積極成果，全力爭取早日達成互利共贏的中美雙邊投資協定，深化兩國在氣候變化、發展、網絡、防擴散、兩軍、執法等領域交流合作，加強雙方在重大國際和地區以及全球性問題上的溝通和協調。China and the US need to expand mutually-beneficial cooperation. We need to embrace a win-win perspective and move our cooperation to a higher level. It is imperative that we increase macro-economic policy coordination and work together with other parties concerned to ensure that the G20 Hangzhou Summit delivers positive outcomes to boost confidence and invigorate global growth. It is important that we do our best to conclude a mutually-beneficial bilateral investment treaty at the earliest possible date to foster a new highlight in business and trade cooperation. And it is important that we deepen exchange and cooperation in climate change, development, cyber issues, counter-terrorism, non-proliferation, military-to-military relations and law enforcement, and step up communication and coordination on major international and regional issues as well as issues of global significance.

　　2015年11月16日，習近平在安塔利亞G20峰會工作午宴上的講話：

　　抓住世界經濟的四個重點領域Seize four key areas of world economy

　　基于當前形勢和各方期待，中方把2016年峰會的主題確定為“構建創新、活力、聯動、包容的世界經濟”，希望從四個重點領域推進峰會籌備工作。Based on the current situation and the expectations of all concerned, China has chosen the theme “building an Innovative, Invigorated, Interconnected and Inclusive World Economy” for the 2016 Summit. We hope to continue work for the Summit in four key areas:

　　一是創新增長方式，重在推進改革創新，開辟和抓住新機遇，提升世界經濟增長潛力。First, we must transform growth patterns in innovative ways, with a particular focus on pursuing reform and innovation. We must create and seize new opportunities to increase potential for global economic growth.

　　二是完善全球經濟金融治理，增強新興市場國家和發展中國家的代表性和發言權，提高世界經濟抗風險能力。Also, we need to improve global economic and financial governance, increase representation of emerging markets and developing countries, and enhance capacity of the global economy to ward off risks.

　　三是促進國際貿易和投資，發揮其對增長的推動作用，構建開放型世界經濟。Third, we need to promote global trade and investment to generate growth and build an open world economy.

　　四是推動包容、聯動式發展，力求落實2030年可持續發展議程，消除貧困，實現共同發展。Lastly, we must promote inclusive and interconnected development, strive to implement the 2030 Agenda for Sustainable Development, eliminate poverty, and achieve common development.

　　鞏固二十國集團作為全球經濟治理首要論壇的作用Consolidate role of G20 as premier forum for global economic governance

　　二十國集團面臨從危機應對向長效治理機制的轉變，議題從短期問題向深層次和長期性問題延伸。二十國集團成員協調宏觀經濟政策和加強合作的必要性和難度同步增加。我們需要發揚伙伴關系精神，促使二十國集團順利完成轉變，鞏固作為全球經濟治理主要平臺的地位。G20 is now facing a transformation from a mechanism of crisis response to one of long-term governance. As its agenda items shift from short-term issues to deep-seated and longer-term ones, the necessity for and difficulty of macroeconomic policy coordination and enhanced cooperation among G20 members have both increased. We need to act in the spirit of partnership to work for the smooth transformation of the G20 and the consolidation of its role as the premier forum for global economic governance.

　　開放、透明和包容的姿態Open, transparent and inclusive approach

　　二十國集團是每個成員的二十國集團。在杭州峰會籌備過程中，中方將始終保持開放、透明、包容姿態，同各成員加強溝通和協調，共同把二十國集團維護好、建設好、發展好。The G20 belongs to each and every one of its members. In preparing for the Hangzhou Summit, China will consistently follow an open, transparent and inclusive approach, and strengthen communication and coordination with all other members to jointly uphold, strengthen and develop the G20.

　　2015年11月30日，習近平就2016年G20杭州峰會發表致辭：

　　合作對克服金融危機至關重要Cooperation crucial in overcoming financial crisis

　　二十國集團峰會機制誕生于2008年國際金融危機最緊要的關頭。當時，全體成員同心協力,努力營造世界經濟企穩復蘇的新局面， 確立二十國集團作為國際經濟合作主要論壇的地位。回顧這段歷程，最珍貴的是各成員同舟共濟的伙伴精神。實踐昭示我們，在經濟全球化深入發展的形勢下，合作是各國應對挑戰、實現發展的必然選擇。The G20 was set up at the height of the international financial crisis in 2008, demonstrating the determination of members to put the global economy back on its feet. The G20 thus became the premier forum for international economic cooperation. Looking back, I believe that the most valuable thing this process has created is the close partnership we have forged that has enabled us to jointly tide over a difficult time. It proves that in a world of deepening economic globalization, cooperation is the sure way for countries to meet challenges and achieve common development.

　　謀大勢、做實事Act with a broad vision, deliver concrete outcomes

　　作為發達國家和新興市場國家及發展中國家開展合作的重要論壇，二十國集團在引領和推動國際經濟合作方面具有舉足輕重的影響，理應謀大勢、做實事，推動解決世界經濟的突出問題，為實現強勁、可持續、平衡增長目標而努力。As an important forum for cooperation among developed countries, emerging markets and developing countries, the G20 plays a key role in leading and advancing international economic cooperation. It should act with a broad vision and deliver concrete outcomes. It should address critical issues affecting the global economy and endeavor to promote strong, sustainable and balanced growth.

　　確保經濟增長惠及各國人民Ensure economic growth benefits people of all countries

　　我們要樹立人類命運共同體意識，推進各國經濟全方位互聯互通和良性互動，完善全球經濟金融治理，減少全球發展不平等、不平衡現象，使各國人民公平享有世界經濟增長帶來的利益。We should embrace the vision of a global community of a shared future, enhanced economic connectivity and exchanges among countries and improved global economic and financial governance so as to address inequality and imbalance in global development and ensure that the benefits of economic growth will be equitably shared by people of all countries.

　　集眾智、聚合力Pool wisdom, form synergy

　　在2016年峰會籌辦過程中，中方將同各方一道，發揚同舟共濟、合作共贏的伙伴精神，集眾智、聚合力，落實安塔利亞峰會及歷屆峰會成果，共同開創國際經濟合作新局面。In the course of making preparations for the 2016 G20 Summit, China will work with all involved in the spirit of win-win cooperation. We should pool our wisdom, form a synergy, implement the outcomes of the Antalya Summit and all previous summits, and jointly advance international economic cooperation.

　　2016年7月7日，習近平在北京會見聯合國秘書長潘基文：

　　聚焦發展Focus on development

　　中方推動二十國集團領導人峰會聚焦發展問題，推動共建“一帶一路”，就是要助力2030年可持續發展議程。China will push forward the 2030 Agenda for Sustainable Development by pushing the G20 Summit to focus on development and promoting the joint-construction of the "Belt and Road" initiative.

　　2016年7月25日，習近平在北京會見美國總體國家安全事務助理蘇珊?賴斯：

　　向世界傳遞信心，為全球經濟增長注入動力Confidence across the world, impetus in global economic growth

　　二十國集團是全球經濟治理的主要平臺。當前形勢下，中美兩國作為世界前兩大經濟體，應該密切合作，共同推動二十國集團領導人杭州峰會取得積極成果，向世界傳遞信心，為全球經濟增長注入動力。G20 is a major platform for global economic governance. Under the current circumstances, as the world's two largest economies, China and the US should closely cooperate, jointly push the G20 Hangzhou Summit for positive results, spread confidence across the world and inject impetus into global economic growth.
